The construction cost of HKCEC when it first opened was HKD 1.6 billion (USD 207 million), excluding land costs. The first expansion project completed in 1997 cost HKD 4.8 billion (USD 620 million), including reclamation costs. The second expansion, completed in 2009, cost HKD 1.4 billion (USD 180 million).
